The pace bowler has taken over 300 dismissals in 71 Test matches with an impressive average.
Australia's selection chief Bailey has confirmed that pace spearhead Cummins will be a central figure in this winter's historic rivalry.
Rumors had circulated that the 32-year-old might miss the series due to a persistent back stress problem that had not yet healed.
Earlier indications from team management suggested no final decision had been made regarding his involvement, with the five-Test series scheduled to begin on November 21 in Western Australia.
Bailey expressed that his recovery is on track and was "optimistic" about the likelihood of being involved.
"We know that time is getting short and various factors around that, not only the physical problem, but other factors as well," the selector added.
"The outlook is good. We firmly believe that he will feature a major part. Hopefully from the opening match. Should that not happen, we'll reassess."
Injury History
He was sidelined the ODI and T20 games against India and New Zealand in the previous weeks after scans revealed a lower back issue.
He has a history of recurring issues, with setbacks in 2012-13, 2013-14 and 2015-16 leading to absences from multiple domestic campaigns in a limited period.
The bowler mentioned he would be proactive in his approach in his rehabilitation process to ensure his availability for the series.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his comeback but conceded it was "getting tight" for him to recover fully for the opener.
Backup Options
In case of absence, ex-skipper Smith will take over the captaincy.
The talented all-rounder was recently pulled out from Australia's squad for their one-day international series against the Asian giants as a safety move because of an abdominal issue.
Bailey described it as a "slight concern and mentioned that he'll feature in the state-level matches, so will be "well-prepared to deliver overs."
"We put so much time has gone into building out the plan for him to be available for the initial game as an batting and bowling option," Bailey explained.
"Originally, he'd only feature in the first two ODIs regardless. How he handles the bat in limited-overs, should it hinder progress for 24 more hours, the choice was made to approach this more conservatively."
